I posted this in another topic so...
Ok here is the deal:
The Rollback, can ONLY be used during the Re-signing Period this year BECAUSE you MUST be under 110 Mil BEFORE the Draft. If you choose to not use it during this 1 week block, you lose it.
By using it you get the right to roll back 20% of a salary over all of the years of the contract, also if they (as of next year) have 3 or more years on their contract you have the option of taking off the last one
Here is the rest of the info...
Again you must be under the Hard Cap (of 110 mil for this year, which will be 100 next year and 90 the year after) by the time the Draft starts, if not, you lose MLE/LLE/Picks and PP.
Amnesty Cuts can be done whenever, and have until the time at which the cap is finally set at 90 million to use it. So you have 2-3 seasons to worry about cutting a back contract.

BTW, if you begin the season OVER the Hard Cap, you can remain over it for the rest of the season but you are still responsible for getting it below the Hard Cap for the next year or you will be fined again.
If at any point you are a team who is under the Hard Cap and goes over it, you will be fined. So if you have 108 mil, be careful...

I think originally the idea the picks were taken at random from the team who goes over (from the first year they have a 1st so like if you have picks in 99, 2000 and 2001, it would be randomly chosen from the 99s, if you only have 1, then thats whay you lose). And the Mavs and Wolves have only had 1 pick thus far, but what impression were the rest of you under that remember this debate?

I definitely remember we stated it would be randomly selected as far as which first. I dont' remember that we said it had to be from the first year but I could be wrong there. I don't think we ever determined how the pick would be randomly selected. That might be something we wanna define in case it ever comes up.

I'm pretty sure it was random and did not matter which year. If you have 10 1sts one will be randomly taken. And how ofton does this occur. Is it one pick a season?

1 pick per season over the cap..
Randomizing I do by randomly writing the picks down, number them 1-10 (or however many they have) and then ask a random GM (ask Phoenix he's done this) to pick a number.
